Clear title is a little different to having an EPA notice on the vehicle.

40% of the cars on Australian roads wouldn't pass an EPA test that's how strict they are

I had epa test about 8 years ago, they checked the decibels at 4000rpm, mounted a probe on the exhaust to see the emmisions level, examined the engine bay for pollution gear, charcoal canister, vacuum lines etc. passed the test and I was on my way. car was returned to stock before test.

not true we have taking afew cam'd ls1s into Epa running on e85 . with v6 commo exhausts , they run like **** but they have all pass'ed

Car failed the test apparently the emissions have to be under 4.5% and mine came back at 5.1% also the DB test came back at 89db legal is 90db lol ---------- Post added 17-01-13 at 22:25 ---------- Cars running little bit rich maybe the AFM or oxy sensor

The water temp sensor also makes it run rich too makes it think its cold when its not and dumps more fuel in. Good idea to check all sensors mate

I had a factory vlt berlina wagon got EPA buy cops had to book in for fill emissions n failed,for not havin factory Vlt charcoal canastor,n all vacume hose were not fitted correctly to standed specs,also did few sec start up to check for engine smoke,n sniffer up pipe for running rich ect test..it's a *** around,mate also failed wit a lsx block for not having all sensors in em wit ls1 cum out wit!

Any desent mechanic will have a 3 or 5 gas analyzer. My EPA test result sheet says 0.06% emmisions, but mine is on LPG.

I fiitted the factory exhaust back on my vl before the test, which included the 15+ years old cat, if u had a newish cat with higher flow rate im guessing maybe it may have contributed to the levels exceeding the limit, my old cat would of been full of crap and restrictive, so would of helped keep the levels below the limit.
