10kw per psi is a load of crap, it may well be true for a stock 3L and a specific turbo, but cannot be realated or compared between engine combos. An instance when you would quote kw per psi is when you are trying to find the edge of the compressor map on your turbo. A particular setup may be gaining 20kw per psi from 14 to 18psi, then you go 19 and you only gain 16kw, then 20 and gain 13kw. This could be an indication that your have run out of compressor.
A comparable increase in power per psi (if all other things were equal) would be via percentage of power, not a particular kw value.
Also the amount of boost an engine can handle as you already know depends on many things, one of the main things is compression, so throw out a CR you'd like to get away with based on what fuel you'd like to use and how drivable you'd like it to be THEN we might be able to make some sort of wild guess as to how much boost it might take before you find the knock limit.

You could stick 10psi down its throat all day everday. It would make give or take 380-420 at a guess turbocharged. A blower would be 370-410 at a guess.
