10K is about right for a good mini tub and a top notch strange rear end, coil overs, adjustable trailing arms etc etc
It can be done for quite abit less if a normal 9" housing and centre are used.

So does this car (the pro fab car) have stock rails nothced and square tubs installed running fabbed arms off the stock mounting points or is it a full 4 link clip?

There was 10k+ in parts without even including labour
But you can mini tub cars cheaper as stated using cheaper parts and if you are only modifying to fit a 28 x 10.5 and not retining the boot and so on it will be heaps cheaper
Chris' car has
10 point moly cage
Front & Rear Wilwood breaks
35 Spline gun drilled & Star flanged Axles
Brand new diff housing
Modify quarter panels (lenghten wheel arches)
Shorten rear bumper sides
15x10 Convo's
29.5 x 11.5 tyres
etc etc etc etc
You want it cheaper
6 point steel cage
VL Brakes
31 Spline axles
Second hand 9 inch
15 x 8 interceptors
28 x 10.5 tyres
