SYKO3L, me and my old man JoshV8inj, cheers mate, nar i talked to a few ppl and they said the undercoat should of sealed it now they tellin me ya can buy sumthin to seal it b4 u undercoat it, or just go bare metal again, im goin to take to a panel shop this time and they can do all the work ( which i dont like doin cause i like to be involved in the build, gettin other ppl to do all the work 4 me im not a fan of)

Not to be the bearer of bad news but bare metal is about the only option you will have now. Should you decide to take it to a shop then make sure they strip it! If they re prime it and go again and you pick your car up nice and pretty, it will only be a time bomb waiting to sink back and blister. I hope it starts to come together for ya!

it looked like whoever painted it last time knows how to paint so why dont you bare metal it urself and get the same dude to paint it again? itd probably take 2 weeks taking ur time or get a few mates around and get all the paint off it in a few hours and get whoever is painting it to do the final sand or whatever you want to call it.

It depends on who does it, Ive seen places do ok jobs for 3g or **** jobs for 10 so it depends on who and where. 7 isn't an unrealistic figure however. I agree with joe blo that you probably would do a good job doing it yourself however I can understand sometimes its easier to just pay someone.
