my fuel pump had been splattering for a while , does that mean it's on the way out ?

What do you mean by splattering?
Do you have a lift pump?
It may be gulping air

The noise isn't consistent when the car is running , it goes quiet then loud on and off .

If your lift pump is stuffed you will have issues with the high pressure pump as they aren't designed to suck directly from the tank

Is the lift pump the one in the fuel tank ?

It sounds like it is getting air pockets, either the lift pump might be stuffed or the hose inside your tank could be perished.
Drain as much fuel as you can from your tank, then remove the in tank pump by unbolting the 6 bolts around the outlet. It might take a bit of finding the right angle to come out.
Check you hoses and pickup first, then put 12V onto the pump briefly to check it works(don't hold it too long or you might burn it out)
Check all your fuel hoses from tank to your fuel filter.
If your car sits around the fuel might eat the hoses, I got sick of replacing mine every few year so got some E85 rated ones that seemed to last.
The hose from the tank to the external fuel pump you can buy from rare spares for about 10 dollars.

Ordered the new 044 and a filter , where's the best place to get the internal pump from? Are they all the same for turbo and n/a ?

Yeah both fuel pumps are the same between the N/A and turbo, get a walbro in tank for an upgrade or a genuine VDO one.
I got my last VDO off eBay, looked legit and had a warranty etc.

Are the lift pumps all the same ? Do I just buy the standard vl turbo lift pump off eBay ?

you can get both VDO from eBay, get the lift pump that comes with the new pickup filter, in tank hose and cork gasket
