Vl turbo feels restricted

hi all i had purchased a vl it was original n/a the previous owner put a turbo head and all the original turbo running gear it has turbo injectors and stock t3 turbo computer 2.5 inch exhaust from turbo back inside of catilac converter smashed out i had put a boost gauge in just to see what boost it was running and it was 7psi when you are driving and it comes onto boost it has a little bit of a kick than nothing it just stops going and stays on 7psi it feels like it is being restricted by something would anyone know how i could find out what is causing this the car has a stock over boost valve but i dont think it would be over boosting on 7 psi thanks

check the timing exhaust is on the small side what ECU is in it? not sure on the overboost valve though and please refit a working cat

It has the turbo Ecu it has the blue sticker with number 53 witch is a 3.0ET auto ecu Sent from my iPhone using Tapatalk

Check the fuel pressure and fuel filter, it could be straining for fuel. Also clean the spark plugs and DOUBLE CHECK the timing, and make sure there's NO boost leaks.
