help with boost issue!

hey guys,dont usually take to the forum with my problems but we are stumped and running out of time (planning on racing Friday night at wsid) car had made 420@20psi,only thing since making that power that we have changed is changed over to e85 and a 6al ignition module.it will not make over 17psi now,using a bleed valve and a external wastegate(tial 44mm vband) we started by taking the vacuum line completely off the gate and still only 15-16 pound.compression test turned out normal.changed springs in the gate,still no luck(made 370@16psi).changed the wastegate and managed 17psi,bleed valve worked normally until 17psi and then stopped making more boost again.took the exhaust off(which is just a 3inch system with no cat just a muffler) and its made 400@17 today.planning on changing back to the old gate which has made 20psi before and putting it back on the rollers to see if the exhaust is the problem...doubtful but running out of ideas.....anyone seen something like this before??? sorry if ive left any details out ,I can fill in any parts if any1 asks questions.turbo was pulled apart and is ok too.any help would be appreciated.damo
