My vl berlina havin a bit of a problem anyone help us out

My vl berlina when I start it up runs abit rough and black smoke comes out then when I go to drive it it struggles upto 2000 revs, stop at the lights and it idles around 400 revs could it be the oxygen senser?

Does it rev past 2000 revs? Sounds like ur afm.
