If its only rubbing on one side you will just need an adjustable panhard rod. If it rubs on both you may need the guards rolled to clear the tyres.

get the right offset rims, 43-45 is a good offset for vl's.
i had 18's with 36 offset and was scrubbing on the innerguard, just recently got 20's with 43 offset and not one bit of scrubbing at all!

^^^ keep in mind offset will change depending on wheel width

So a higher offset will keep the rim closer towards the inside.
Whats the offset for Holden/HSV rims?? I had 19" SSVs with 235/35/19 tyres on my VL with a pedders adj. panhard bar and i could adjust it more left, more right or in center and i would still scrub the rear inner guards. Wasn't entirely low either. Any suggestions?

Hey bud, i have SSV's on my VL Calais, with an Adj PHR, Ultra lows, and Pedders Shortened shocks if any of these make a difference. It doesn't scrub on the inner side of guard, but it does sometimes on the outside of the guard, but that only happens when there is a heap of load in it, or when it tucks a heaps, i can tell because it takes the tire shine off, but doesn't scrape a heap of rubber off.
