Weird Gas/petrol dual fuel problem (non VL related)

Hey all, My 1992 Mitsubishi Starwagon has dual fuel, the problem is this: If I have the car on gas and drive around its fine, if i turn the car off, switch to petrol it will also drive around fine.... BUT, if im driving around on petrol for awhile and then choose to switch to gas, it refuses to start. It seems the only way to get it to start is to run the petrol all the way out, then it miraculously decides to start on gas. Anyone got any ideas on this odd problem?

yeah it's probably flooding see if this works when it wont start on gas take one of the wires off a gas lock in the engine bay turn over the engine and see if it starts this might take 12-15 revolutions if it does start then reconnect the gas lock back up and start the car
