I want to turbo a RB30E and run straight gas. I will be using a GRA system so I won't need the injectors. Can I use the NA ECU for the timing, or do I still need to have a turbo ECU?

yes, as long as you still have the air flow meter, it will work fine. I have done this setup before.

You could also go with straight gas injection. If you run Profire engine management you can run coil pack ignition system. I have just started fitting this gear. Heres a link to their website. http://www.profire.com.au/ This is the ultimate in straight gas for any car. A single regulator and one injector per cylinder can handle up to 450hp and if you have more then all you have to do is run another regulator.
