ok thats a special double port actuator,it allows you to fiddle with the boost levels by plumbing different boost levels into each side of the actuator. the one furthest away from the actuator rod (top one in that pic) is the one you will use if you are running stock boost(what ever the spring is rated at) using this one is as easy as running a hose from the compressor cover to that port. to run higher boost levels you can run a bleed valve inline, still using that port only,it will generally allow about an extra 10 psi maybe a bit more. do not block off the second port if you need more boost than you can get that way its time to start using the second port (bottom one in that pic) now to understand how this works you need to understand what is inside the actuator cannister i have attached this pic to make it easy to understand now the one called the pressure port in this diagram is the top port in your pic. once the boost pressure over rides the spring pressure it will move the rod opening the wastegate flap. BUT if you start to put some pressure into the back port it fights against the pressure coming into the front port and that means it takes more pressure to open the flap. the way you get boost adjustment this way is by running normal boost into the pressure port and running another boost line with a bleed valve inline to the second port. the difference is the bleed valve now works in reverse, fully open it wont have any effect but the more you wind it in,the less air it bleeds off the higher the pressure going into the back port becomes and thats where it starts fighting with the front port and your boost levels will increase to just about any level you want. the beauty of working it this way is that it doesent spike hard like a normal bleed valve, internal gate setup and it holds high boost pressure very steadily.
