Just pulled out the dash from newly purchased VL and installing new deck into the dash. I have done all the wiring fine but when I turn power on the head panel flickers but doesnt turn on and when I take the face off there is a red light flashing. I have read the manual and there is no securtiy codes or anything of the sort. I have tried playing around with the fuses because the 3A blew up and it seems that it may start but I am wondering what type of fuse I need for a CD player and where does it go? Also if it is not getting enough power what else can I connect it to or is there a way to test if it is a lack of power?

Fuses on wires or looms are to protect the wire....NOT the device (head unit). The head unit should have a fuse either on the back of it or inside it to protect itself. If the 3A fuse you blew was on the wire that came with the HU, then it must stay a 3A fuse. NEVER put larger fuses in. A fuse blows because there is a problem. I would check your earth connection for the HU. Always solder and heatshrink any joins where possible. Otherwise use 'quickcrimp' terminals. NEVER use those dodgy 'scotch clip' splicers.
