Does the 4200 include delivery?
No, it doesn't. He's after $4200 from the sale because of his debts.
He may be able to get his greenslip refunded, and if he does he might be willing to drop the price on the car. I will talk to him about it whenever I see him next.
Alternatively, you can give him a call yourself and discuss it with him. He's an easy guy to talk to, I assure you.
