Gearbox troubles!! Help!!

hey all , when im cruising at any pace i cant shift down from 3rd to 2nd at all . when i slow down to a a complete halt i can but not when im moving. my clutch is on its way (just hangin in) and is this some how related to my problem??? or is there another reason?? P.s the car is a VN SS

yeah check it and if its low bleed the whole system
