Early NA turbo oil feed has no pressure

Hi, can anyone tell me what is missing/different with the early NA motor that causes no oil pressure at the plugged off turbo oil feed hole? or how does oil get from the main gallery on the right side of the block, over to the feed hole on the left side of a turbo/late NA motor?
