personally, i dont think he will get anything like that for the money...u would be looking upwards of mid 20's to 30's easy, altho if he can pick one up for that price, being such a late model..good luck to him ... vvti n/as i have seen for around 40 grand... My friend imported a 99 RZ (twin turbo with 6-speed.) It had a big single turbo from Trust and lots of mods, he sold it un-complianced for $18k. Modified cars need to be taken back to stock under new laws to comply so it wasn't worth the hassle. Your friend will struggle to get a decent one for under $20k, but might get lucky with a good condition N/A. Anything that recent in turbo, if it's in good condition and complianced, will cost over $30k.

i knoe a dude who picked up a damaged 6 speed 2jz for 16g, all down the left side was rooted, bonnet was rooted, boot was rooted, diff was rooted, major **** up, for 16g, but its allf ixed now, though it was a 6 speed 2jz...

ill just say that i've never seen a supra, whether ir be turbo or twin turbo, go for 20 thousand, when it's over 1995...
