heres the second email
Dear Andrew
As was stated in my previous e-mail, we will accept installation of an
intercooler regardless of its manufacturer if it is the only emissions
related modification to your vehicle . Intercoolers, per se, are not
illegal. A manufacturer will emissions certify a vehicle based on the
requirement to meet certain pollution standards. To change that vehicle
means there is a likelyhood of changes to the pollution emitted. This is
why there are laws relating to tampering with pollution controls. In the
case of intercoolers, these have the capacity to alter the amount of air
entering the vehicles engine (by the fact that it cools the air - increased
air density) and this in turn can affect the mixture entering the
cylinders.
Yours sincerely
Greg Howarth

Hello greg
Thanks for replying to my email just a few more questions i have i
currently
have a vl turbo and they were not factory fitted with intercoolers I heard
that avo intercoolers are legal and can be fitted but they are very
expenesive but i have seen people advertising in the trading post that they
custom make intercoolers so i was wondering if they are accepeted by the
epa. Also why exactly are intercoolers illegal i ask heaps of people and
none seem to know.
Thank You
Andrew
